For the last 10 years, crown prince Sheikh Mohammed bin Rashid Al Maktoum has spearheaded this city's extraordinary transformation from a small fishing and trading port to an ultramodern metropolis of 1.2 million people. He's using Dubai's oil resources to turn the city into a center for information, technology, and tourism. Believe it or not, oil now counts for only 7.3 percent of the national income while tourism brings in 17 percent. The crown prince's vision has made Dubai a place of superlatives. The city has more than 40 shopping malls, one of which won the title of world's largest When it opened this month. (It has an indoor ski resort.)
